Анотація
Мінне забруднення територій України є одним із ключових факторів, що стримують соціально-економічне відновлення держави, обмежують ефективне використання природних ресурсів і формують суттєві ризики для безпеки населення. За оцінками Міністерства оборони України, станом на кінець 2024 р. площа потенційно забруднених вибухонебезпечними предметами територій становить близько 139 тис. км², що відповідає приблизно 25–29% території країни. Такий масштаб мінної небезпеки зумовлює значні економічні втрати, які, за окремими оцінками, перевищують 17 млрд дол. США у 2025 р. та мають тенденцію до зростання.
Методологічну основу дослідження становлять положення стратегічного менеджменту, проєктного управління та ризик-менеджменту. У роботі використано методи системного, структурного та порівняльного аналізу, експертного оцінювання, а також інструменти багатокритеріального аналізу для обґрунтування пріоритетності управлінських рішень. Інформаційну базу сформовано на основі даних міжнародних організацій, державних інституцій та аналітичних звітів щодо масштабів мінного забруднення й пов’язаних соціально-економічних втрат.
У дослідженні обґрунтовано інтегрований ризик-орієнтований підхід до стратегічного управління гуманітарним розмінуванням, що поєднує принципи багатокритеріальної оптимізації та проєктного менеджменту. Розроблено формалізовану модель пріоритезації територій, яка базується на основі зваженого узагальнення показників економічних втрат, соціальних ризиків, функціональної ролі інфраструктури та екологічного впливу, а також ураховує ресурсні обмеження в процесі планування. Результати апробації моделі підтверджують її придатність для ранжування територій і підвищення обґрунтованості управлінських рішень у царині протимінної діяльності.
Практичне значення отриманих результатів полягає в можливості застосування запропонованого підходу для оптимізації розподілу ресурсів, формування проєктів гуманітарного розмінування та підвищення ефективності стратегічного управління. Реалізація запропонованих рішень сприятиме прискоренню відновлення постраждалих територій, зниженню соціальних ризиків і забезпеченню стійкості соціально-економічного розвитку регіонів.
